PAYMENT ACCOUNT WITH BASIC SERVICES

Law No. 100/2023 "On the Payment Account with Basic Services" guarantees the right to access to at least one payment account with basic services, for every consumer, as a necessary tool to enable participation in the financial market in Albania.

What is a Payment Account with Basic Services?
A payment account with basic services is a banking product offered to customers, regardless of income level, status employment and solvency history, within the Republic of Albania.

Which individuals can benefit?
This law will be applicable only to individual customers in the Republic of Albania, being Albanian citizen or foreigner citizen, with or without citizenship, with temporary or permanent residence in the Republic of Albania, including refugees or refugees and persons in supplementary protection, who have acquired the right to asylum in the Republic of Albania.
 
What services does this account offer?
  • services that enable the deposit of funds in a payment account
  • services that enable the withdrawal of funds from a payment account within Albania in BKT branches or at ATMs (automated teller machines) during or outside the official working hours of the bank;
  • execution of the following payment transactions within the territory of the republic of Albania;
  • direct debits;
  • payment transactions through a card (excluding credit card payment transactions), including online payments;
  • credit transfers, including periodic payments, where applicable, to terminals and to BKT branches.
The benefit of additional services is not a mandatory condition to open a payment account with basic services.

How to open a current account?
  • Apply at each brand of BKT by showing identification document.
In which currencies can the account be opened?
  • Only in "LEK" currency.
Procedures for opening a payment account with basic services:
  • The customer submits the request/application for opening the account:
  • Declares that he does not have a payment account with basic services at any other bank (Caution!! For incorrect statements, the Bank may refuse to open a payment account with basic services for a period of 24 months);
  • Gives consent to verification of the statement given;
  • After BKT closes the verification, it notifies the consumer within 15 days form the application in the case of refusal.
Features of Payment Account with Basic Services:
  • If the consumer does not have ther payment accounts in other banks in the Republic of Albania, he has the right to apply for conversion of an existing payment account into a payment account with basic services. The application for conversion of an existing account is the same as the application for a new payment account with basic services:
  • Reduced fees for services offered compared to other accounts (where applicable);
  • The basic service payment account does not any time have a negative balance;
  • No loan or overdraft services can be provided in the basic service account.
The necessary documents for opening a payment account with the basic services:
For individuals aged >= 18 years, with full legal capacity to act:
  • Identification Document (Identity Card, Biometric Passport)
  • KSHBI signed by the client (Individual Banking Services Contract)
  • CIF form signed by the customer (Customer Information File)
  • CRS (Customer Self-Declaration of Tax Residence) form signed by the customer
  • Contract of Payment with Basic Services
  • Declaration of Basic Account

For individuals aged 16-18, with limited rights to act:
  • Identification Document (ID Card, Biometric Passport)
  • Identification document of the parent or legal guardian
  • KSHBI signed by the client himself and the parent or legal guardian (Individual Banking Services Contract)
  • CIF form signed by the client himself and the parent or legal guardian (Client Information File)
  • CRS form (customer self-declaration of tax residence) signed by the customer himself and the parent or legal guardian
  • Contract of Payment with Basic Services
  • Declaration of Basic Account
For individuals aged 14-16, with limited rights to act:
  • Identification Document (Birth Certificate of the last 3 months or Biometric Passport)
  • Identification document of the parent or legal guardian
  • KSHBI signed by the client himself and the parent or legal guardian (Individual Banking Services Contract)
  • CIF form signed by the client himself and the parent or legal guardian (Client Information File)
  • CRS form (customer self-declaration of tax residence) signed by the customer himself and the parent or legal guardian
  • Contract of Payment with Basic Services
  • Declaration of Basic Account
For individuals under the age of 14:
  • Identification Document (Birth Certificate of the last 3 months or Biometric Passport)
  • Applicant Identification Document (parent or legal guardian)
  • Family Certificate (required for identification of parents)
  • CIF form signed by the parent or legal guardian (Client Information File)
  • CRS form (customer self-declaration of tax residence) signed by the parent or legal guardian
  • KSHBI signed by the parent/ legal guardian / Deposit Contract My Child signed by the parent/ legal guardian (Individual Banking Services Contract)
  • Contract of Payment with Basic Services
  • Declaration of Basic Account
For individuals with limited legal capacity to act:
  • Identification Document (Letter / Identity Card, Biometric Passport)
  • Identification document of the legal guardian
  • Court decision on the appointment of the legal guardian
  • KSHBI signed by the legal guardian (Individual Banking Services Contract)
  • CIF form signed by the legal guardian (Customer Information File)
  • CRS (customer self-declaration) form signed by the legal guardian
  • Contract of Payment with Basic Services
  • Declaration of Basic Account
For non-resident individuals:
  • Identification document
  • Passport, within the expiry date;
  • ID, identity card (only for EU countries), within the expiry date.
  • Work permit
  • Authorization to stay, authorized stay

  • KSHBI signed by the client (Individual Banking Services Contract)
  • CIF form signed by the client (Client Information File)

For individuals with US citizenship:
 
  1. Taxpaying American citizens:
  • Form W9 – which must be filled out correctly in all its fields (such as Name, Address, TIN) and signed by the US citizen.
  • Declaration of Consent – ​​which must be correctly completed in all its fields and signed by the US citizen.
  • Identification document
  • KSHBI signed by the client (Individual Banking Services Contract)
  • CIF form signed by the client (Client information File)
  • CRS form (customer self-declaration of tax residence) signed by the customer

  1. Non-Taxpaying US Citizens:
  • Form W8BEN - which must be filled out correctly in all its fields (such as name, Address) and signed by the US citizen.
  • Declaration of Consent - which must be correctly completed in all its fields and signed by the US citizen.

  • KSHBI signed by the client (Individual Banking Services Contract)
  • CIF form signed by the client (Client information File)

For individuals who are represented by power of attorney, the representative is required to:
  • Valid identification document of the representative (Identity Card, Biometric passport)
  • KSHBI signed by the client (representative) (Individual Banking Services Contract)
  • CIF form signed by the customer (representative) (Customer Information File)
  • CRS (customer self-declaration) form signed by the customer (representative)
  • Valid power of attorney

Suggestions and complaints?
  • Suggestions & Complaints can be directed at any time to the complaint channels provided by BKT (https://www.bkt.com.al/sugjerime-ankesa). 
  • In case of refusal to open the account of basic services payments or other complaints regarding the implementation of the provisions of law no. 100/2023 "On Basic Service Payment Account", the consumer may also address the Bank of Albania for complaints.
Based on the law "For Deposit Insurance" no. 53/2014 dated 22.05.2014, accounts and deposits in BKT are insured up to the amount 2,500,000 (two million five hundred thousand) ALL from the Deposit Insurance Agency - www.asd.gov.al
